  At present, there is only one national standard for the packaging industry in China, namely, the "Guidelines for the Operation of Express Delivery Services" formulated by the State Post Office, which stipulates that express delivery packages that meet national and industry standards should be used for express packaging, taking into full consideration safety factors. However, there is no clear definition of how to package and what is appropriate to use. Therefore, in terms of over-packaging, industry standards can be said to be blank.

  At the international level, however, many countries are already concerned about the problems of this industry. Some countries have adopted legislation or used technical standards to regulate the packaging of goods. For example, in the United Kingdom, packaging is required not to add too much packaging beyond the safety of goods. In the case of violations, consumers can complain and local governments can deal with them. According to statistics, the United Kingdom has reduced the weight of commodity packaging by 40 % in the past 20 years. In addition, in neighboring Japan and South Korea, relevant standards have also been introduced. In South Korea, manufacturers will be fined up to 3 million won if they do not reduce the packaging ratio and number of layers of products in accordance with government regulations.
